Specific Rules of Play - Softball

2007

 

ASA Fast Pitch Rules will be used with the following modifications:

 Regulation games:  Coaches pitch and small fry games will be six innings.  No new inning will begin after one hour and fifteen minutes of play.  Mites and jr/sr games will be seven innings.  No new inning will begin after one hour and thirty minutes of play.

             After an inning has begun, play will continue after the allotted time for each league to allow the current inning of play to be completed regardless of score.

             If a regulation game score is tied after the completion of the authorized time limit, the international tie-breaker rule will be used.

             The umpire will announce the official starting time of the game to the scorekeepers.  It is the scorekeepers responsibility to make sure they have the starting time.  If it is not listed, no valid protest can be made concerning time limits.

 Run Limit.  The team at bat will not be allowed to score more than 5 runs per half inning.  As soon as the team at bat scores the 5th run the teams will change from offense to defense.

 Batting order.  In all leagues, all girls will bat through the batting order as shown on the line up card regardless if they are currently playing a defensive position.  This allows for free substitution of players.

             In the coaches pitch and small fry leagues, a batter may be skipped without penalty once for injury or bathroom break.  The second time the same batter must be skipped will result in an automatic out.

Infield fly rule.  The rule is not in effect for coaches pitch and small fry play.

Base stealing.  There is no base stealing in Coaches Pitch Only.  Small Fry Only - a Runner can not advance more than 1 base per pitched ball  Small Fry Only - The batter cannot advance to first base on a dropped third strike.

No Pitch  The option of calling a “no pitch” and nullifying the action or take the action of the play.  If a “no pitch” is declared, the pitch will not be counted as one of the five allocated pitches per batter.

Fielding a team.  There will be a 15 minute grace period to field a team.  Teams may play as long as they have a minimum of 8 players.  The grace period for the 1st game begins at the official time of the game.  The grace period for the second and all subsequent games will begin when the umpire announces “play ball” or if the previous game time ended earlier than 15 minutes prior to the regular scheduled time, then the grace period will begin at the official time of the game.  When the umpire says “Game Time,” the clock for the game starts.  Coaches pitch teams with fewer than 10 players may elect not to play a catcher. 

n      Infielders may not play closer than 30 feet from home plate before the ball is hit.

n      Outfielders may not play closer than the edge of the grass before the ball is hit.  If playing on a larger than normal field, the umpire will set the acceptable outfield line before the game.

Stopping play (Coaches Pitch).

n      To stop play, an infielder must throw the ball in the direction of the player/pitcher, who must be in the area of the pitching rubber.  It is a  judgment call by the umpire if the player/pitcher is, in fact, in the area of the pitching rubber.  If an outfielder throws the ball into the infield, the play does not stop until the player/pitcher has possession of the ball in the area of the pitching circle or an infielder takes the outfielder’s throw and throws toward the player/pitcher near the pitching rubber.  The rule applies no matter where an outfielder makes the throw from within the field of play.

n      Play also is stopped if an infielder’s throw travels into foul territory.  If an outfielder’s throw goes in to foul territory, the play is live.  The exception is if a play is attempted at home plate and the throw gets away; then the ball is still live.  Baserunners may not go past the base to which they are advancing when the ball becomes dead.

Coaches.(Coaches Pitch)

n      Four coaches may be on the field during their team’s turn at bat.  They are the pitcher/coach, catcher/coach, first base coach and third base coach.

n      Two coaches may be on the field for the defensive team.  One in the area of the dugout to instruct the infielders and one may coach the outfielders from the grass, with the choice of being in fair or foul territory.

n      If the ball is in play, a coach may not touch an active player for the purpose of getting her attention or aiding in any aspect of the game.

n      Base coaches must remain in the coach’s boxes except to avoid a wild throw, avoid a foul ball or during a timeou

 

Playing Time (Coaches Pitch)

 

n      All team members are required to play a minimum of two (2) innings in the infield during every game.  The only exception that shall be granted is if the parent/guardian of the child playing less than two innings in the infield requests that their child not play the infield for safety reasons.  Failure to abide by this rule shall result in forfeiture.

 

FALL BALL RULES - The rules above apply with the following exceptions:

 

n      Games will be called at the time limit.  An individual at bat will be finished, but innings will not.  The umpire shall give both teams a “five-minute warning” prior to approaching the time limit.

n      Teams may play a regulation game with a minimum of 7 players.  Also, if a team has 6 to 8 players available for a game, it may ‘borrow’ one player from another team in the corresponding league to help fill out a lineup.  The borrowed player may not be used as a pitcher and must bat at the bottom of the team’s order.

n      Small fry teams are required to pitch a league-age 9 or under player(s) at least two innings, or a minimum of 8 batters each game.
